One thing that has helped me on my Fire TV is changing the refresh rate to 30Hz. The trick to change this on the Fire TV is by holding down REVERSE and UP at the home screen until it brings up the prompts cycling through all settings. It will still say 60Hz under settings of Kodi, but it is outputting whatever setting is set within FireOS.

Only issue I have is the video getting set to deinterlacing at random. It appears to be a bug since Kodi 17 Beta 2.
