I just installed on Windows 8.1 and the keyboard or mouse do not respond correctly. I can just use the down arrow and enter. Also, I get flashing sometimes when I press the arrows, but they don't move. Also, the mouse sort of works, but I don't see the pointer. If I have Chrome over the top of XBMC, I can see the cursor and click on something. Just for giggles, I copied the default keymap and put it in my AppData\Roaming\XBMC\userdata\keymaps and restarted too. Any ideas?

Something on your system maybe being detected as a joystick, try going to settings -> system -> input devices -> joystick and disable joystick support.
