Is there a way in Windows to force a clean and update command via the command line? I've seen xbmc-send options for linux, but I haven't seen any posts on how to do this via windows.

That seems to work fine as long as XBMC is running. Is there a way to force a clean and update without launching XBMC? I would like to run the commands each night but XBMC usually isn't running.

Nope. XBMC must be running to update the library.
