Unfortunately the SoC manufacturer which is Rockchip have already stated that they currently have no plans for releasing Linux drivers/libraries for the VPU, neither as closed binary blob or as open source. So workaround for now would be use Libhybris with Android drivers/libraries on Linux for hardware video acceleration. And while reverse engineering might be an long-term option it have not been proven usable for end-users in the past for these types of SoC, so better would probably be to pressure Rockchip into releasing VPU drivers/libraries for Linux.
