Hi
I'm thinking of buying a raspberry pi and install kodi/xbmc. Do I have to install some flavor of linux first or kodi already bring some linux?
If so, can I access the linux command line?
I have windows sharing files through samba. Can I access them through kodi?

No need to install linux. The main xbmc distributions (openelec, raspbmc, xbian) will include a linux OS.
You can ssh in to access the command line and enter linux commands.

openelec is the more minimal distribution and is probably best if you just want to run xbmc.
raspbmc/xbian contain a complete debian style linux system with the ability to install packages.

Accessing a samba share is supported on all of these distributions.
