You don't need a new install, you could do with updating to 14.04, which is a LTS release. Don't go further, wait for the next LTS unless something really compels you to go further.

Oh and PS, linux will use as much RAM as you have to cache things like disk reads. This means when your programs try to read a file, it is quite possibly stored in RAM and quicker to get to. But don't worry, if a program needs RAM, the disk caches will be dropped.

In short it is completely normal that linux uses all your RAM, and it is NOT a sign that you need more.

Thanks for that. Sound like I need to do a bit more reading up on this. So much to learn. So little time. It is a fun challenge though.
