sounds like you may be trying to install from an FTP or HTTP source and thus you receive this error. Try downloading the file (or copying to a local disk in file manager) , then installing.
I think this is a bug that goes way back. I have used xbmc since version 9 or so and consistently have seen this when installing from my personal archives on my own FTP server. I have got the same when I tried to use HTTP instead of FTP.
No known reason as to why and the folks here insist that is only needed for third party "black" add ons , which is clearly not the case. XBMC moderators have locked and removed posts that try to address this issue eluding to "...3rd party add ons...". This makes it nearly impossible to know more about it, and difficult to get it fixed.
