NUC Braswell + win10 x64 + kodi --> hevc hw decode?

I know that the NUC5PPYH would properly handle HEVC file using OE, my question is: would it be possible to have this hardware facility for win10 x64 as well?

I've installed win10 x64 with the latest NUC HD driver 15.40.1.4256... sadly with this setup kodi 15.1 (15.1.1) is not able to play HEVC files.
