i have Apple TV2 with Kodi and at the moment i have the IOS 9 on my IPad or iPHone, the AirPlay doesn`t work. If there a chance to work at the new IOS 9..?

AirPlay has changed for ios9 and El Capitan so that you need Apple TV 6.3 or higher, so no jail broken versions.

I'm very upset that I upgraded to ios9 after they stopped signing 8.4.1. Not only have I lost AirPlay, but webpages load slowly and streaming video is particularly bad. (iPhone 6 and iPad Air 1)

This is not accurate. The Apple TV 2nd gen maxes out at 6.2.1 but works fine with airplay and iOS 9 / 10.11. The Apple TV 3rd gen requires 7.2 in order for it to work with airplay and iOS 9 / 10.11 Neither 6.2.1 or 7.2 received an official update of any kind with the release of 9 / 10.11.
