I am having trouble with addon installer. every time I launch it, it gives me the 1st time used messages and all categories are empty. This is a Windows 10 device. Any ideas?

Kodi doesn't have an add-on installer, it uses repositories.

I'm guessing you're using a 3rd party add-on / installer that facilitates access to pirated material. Such add-ons are banned here. Check http://kodi.wiki/view/Official:Forum_rul...ed_add-ons for more clarification.
