default time zones

hi,

kreet recently added time zone settings to xbmc.

i just added the ability to set default timezones for your region using langinfo.xml. these are just meant to be sane defaults and are ofc overridable.

specifically, see english langinfo.xml, the <timezone> tag in <region>.
