Is there a way to set up a 'Notice Area' on the homepage? How to? Thanks...

Not sure what you want to put in the notice area? You mean like a post-it to the home page? Turning Kodi into a word processor would have to be a feature request.
Work-around, put your message into a jpeg image and make that your home page background, or put your message in the RSS feeds, there's probably more work around, but you didn't really articulate your needs well.
