At least on my machine, the Win10 Anniversary Update broke Jarvis 16.1...I tried the ver17 beta 3...same thing...
So, I went back and installed Isengard...it worked...
Hope this is only me...but just an advisory..

We have been running Kodi fine on Insider Preview so it's highly unlikely that there's some incompatibility but ofc we can never be 100% sure.
Most likely reason is that vcredist got broken and or uninstalled, reinstalling Kodi should resolve this.
Second could be that during upgrade your gfx driver got reverted to something shipped by Windows, try installing the latest version from your vendor.
If there's still issues we need at least a log file from Kodi to provide any assistance

All works perfectly fine on all my four Win10 insider preview / anniversary updates
