I count at least six different threads from folks having issues with their installation of 17.x KODI on Windows. This implies a more serious issue with the package. I also have the problem, deleted Addons27.db as suggested, but the issue reoccurs after an exit and relaunch, without executing any addon. I have not had issues with the 17.x distribution on Android. May I suggest reviewing and consolidating all the threads and investigating the issues so it can be fixed in an upcoming release?

I can send a log file. Will turning on logging record multiple starts and shutdowns, or is the log rewritten, since I must delete addons27.db allow KODI start.

As I have already told you, post a Debug log (wiki).

kodi.log gets overwritten each time you restart it.
