Tried to upgrade and now error message

I updated my graphics card and DirectX, then went and downloaded 17.3, I did not notice the install was for 32 bit only, I attempted to install it two days ago and got this stupid Error message when trying to open Kodi, (This application was unable to start 0xc000p07b) I uninstalled it and tried to go back to 17.1. It won't open. I have downloaded Dxcpl (a video on youtube suggested it) to fix it and nothing, I tried to delete addon 27 and nothing. I even went in and deleted every single file on the pc of Kodi and did a fresh install of 17.1 and It won't open, same error message. I updated .net frame work and I did every update available. Im running Win 7 professional thats a 64 bit. Any Ideas?

You may have missed the roaming folder when tiding up. Check my signature for a fresh start. Otherwise a proper debug log (wiki) linked back to this thread might unravel this mystery.
