On Linux: yes
On Kodi:no (VDPAU has no hevc 10 bit support, CUVID is not implemented)

HEVC-10 bit content on Nvidia GPUs is decoded by multithread ffmpeg on the CPU in kodi

Decoding (HEVC-10 bit): Apollo Lake, Kaby Lake, Coffee Lake, Gemini Lake, Kaby Lake -R
Decode (HEVC-8bit): Braswell, Sky Lake

Btw. with vaapi 2.1 even current AMD chips will do HEVC-10 bit 4k decoding perfectly in kodi. Our team member yol is currently working to integrate it into Kodi. So v18 with proper userspace (newest mesa, libva 2.1) more devices will be able to decode HEVC-10 bit content.

There are currently no plans to implement Nvidia's CUVID decoder.

For mainboards, please consult the hw forum - I don't work for a computer shop :-)

Btw. something else: HDR Output as in YUV to TV and TV getting HDR Signal _does_not_work on Linux. I only talked about the decoding.
