I have a Minix Neo U9H box running LE Kodi 17.6. I installed TVHeadend from the LE repository, but it doesn't recognise the tuners from my WMC setup (Leadtek Winfast DTV Dongle Dual).
Could someone please recommend a brand of USB tuners that TVH will recognise. (I live in Australia)

In actual fact, your tuner is likely to be supported but you are missing the firmware for it (Windows has it in the drivers for the device).

Get to a command line on your Minix, unplug the tuner, wait a second or two, plug it in, let it get detected (couple of seconds) then type in dmesg | tail -n20 and post the output please.
