Updated and now it overheats

I have Raspberry Pi 3 B+ with heatsinks but no fan.
Versions are
OSMC 4.14.78-4
Kodi 18.2
Xperience1080 skin

The last time the thermometer appeared, I added an MPEG2 license

$ vcgencmd codec_enabled MPG2
MPG2=enabled

Does the license need to be renewed/upgraded?

The RPi3 gets a live TV stream from a PC class server running TVheadend for live TV with 4 HauppuaqgeTV tuners. TVheadend is running 4.2.8-4 on Ubuntu 18.04 server.

~2 days ago, Kodi updated. After the upgrade, the thermometer pops up after about 10 minutes of watching TV. The following command shows the temperature:

$ vcgencmd measure_temp
temp=81.7'C

$  vcgencmd get_config arm_freq
arm_freq=1200
$ vcgencmd measure_temp
temp=80.6'C
$ sudo cat /sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq
600000

If I go Back to the menu, then the right-arrow in the upper right has a circilethat spins forever. IIRC, this means the RPi is not connecting to TVheadend. However, TVheadend shows the RPi's address and stream working properly.

There is no stuttering or loss of sound or picture quality

Any ideas?
