  returns False when running in LibreELEC on a RPI4

I believe that is correct. Kodi for Pi4 uses the standard gbm linux platform (currently with mmal hw codec added),
and not the raspberrypi platform (which involved the firmware side GL support).

Look in /proc/device-tree/model for "Raspberry Pi" ?
