Have a cheap Dell 3020 Optiplex with a i5-4570 I want to install a cheap low profile video card. Will the Nvidia 1030 be capable of 4k hdr playback and h.265?

Your only hope for Nvidia for that will be in a Windows 10 system setup. H265 shouldn't be a problem, HDR is a different matter. HDR is still a work-in-progress for Kodi.

Does this apply to any intel processor? I have a 3258.  H265 will play fine?

The CPU is of no direct concern for Kodi. All (accelerated) graphics is to be handled by the GPU and its drivers if you want it done properly.

Perhaps the most logical solution would be an odroid n2. It isn't that much more expensive and will do what I need.

It should work. I got 4k HDR working on my GTX 950 with an 3rd gen i5. I used this Windows build https://forum.kodi.tv/showthread.php?tid=349861
