Is it possible to upgrade the OS running as 32 bit to run as 64 bit when the Processor is 64 bit ?

No, unless the manufacturer of your Amlogic Android box releases Android 11 that is only 64-bit, since 32-bit will then be discontinued by Google.
Or just but a 64-bit box from Rockchip, Realtek or Himedia instead.
