Cache Fills Slowly for 20 Seconds, Then Rushes to 100%?

Hi Guys,

I'm totally stumped. I'm experimenting with Cache settings on an Odroid N2 and a NVIDIA Shield Pro. My advancedsettings.xml are below:

It works perfectly, most of the time, but every so often when starting a video the cache will sit between like KB and 1MB filled for about 20-30 seconds. It will then fill to 100%/300MB (forward:300.0mb). This is unnecessarily creating buffering, as my gigabit network is rock solid and supports throughput of 900mbit, consistently, to the devices. I've tested many times via iperf3 over short and long test periods. 

I'm stumped! I'm so close, but can't solve this last little hiccup. I'm working on a log file, but it happens somewhat randomly, so it's been hard to reproduce.
