At most, my videos are 1920x1080 in resolution. I have a new 77" 4K TV. My question is what Kodi resolution should I be using to get the highest quality video playback? 1920x1080 or 3840x2160? If I pick 3840x2160 I think Kodi has to do scaling of the 1920x1080 videos and I don't know if that is helpful or hurtful to quality.

Try both and see which looks best to you. You are right in that Kodi will upscale if set to 4K whereas your TV will do it if set to 1080p, personally I set Kodi to 2160p but others have reported better results using 1080p. It all depends on how your equipment handles the upscaling.

Upscaling is usually done better by the TV, so try to keep the Kodi GUI at 1080p.
