Solved No option to disable mouse under System/Input settings
#1
Windows 10:

I have portable installations of 18.9 and 19.1.

18.1 has the option to toggle
Code:
Enable mouse and touchscreen support

This option is not available in 19.1 and manipulating this line of code
Code:
<setting id="input.enablemouse" default="true">true</setting>
In userdata/guisettings.xml makes no difference.

They're there in the GUI, but only if you have advanced or expert level on.

Make sure your settings are on one of those levels, and you should find them under settings > system > input
