I've tried all the other suggestions here but never managed to upgrade the libbluray version.
I can see there are things going on in the background so that these dependencies can be more easily kept up to date and dynamically built but currently the windows version of libbluray is still 1.1.2.
I haven't made any changes to Kodi code but I've managed to build a libbluray.dll that replaces the existing one with no issues (that I've found).
