I have a number of Doctor Who "Tardisodes" that don't show up under the Specials folder. They are all under one minute in length. They all have properly formatted .nfo files, and I can play them from file manager. I'm sure there's a "play short videos" or some setting that ignores video under a certain time length but I haven't located it.

Raspi 4 with Libreelec 10.0.2/Kodi Matrix 19.4 using Embuary skin.

Nope, there is no such setting. The duration of a video is irrelevant to Kodi.

Can you see it in your library? If yes, try playing it and capture that in a Debug Log and provide it.
