Kodi doesn't choose the correct resolution from the whitelist

Maybe thats the reason why in the firestick 4kmax2, I noticed this :

Kodi resolution 3840x2160 59,94, same as the firestick main resolution.
Whitelist not set.
Some HD video 1980, or 720p 23,976, when playing, the system fps in playerprocessinfo show not a 23,5-24,5, but show weird 47,6-48,6 fps
After some stop/play, show the correct fps.

ps. The output resolution has the Kodi correctly set all time to
3840x2160, 23,98hz

My TV is way better at upscaling 576i/p content so I've always used a whitelist to only allow 2160p, 1080p, and 576p output, which has been working fine for years. Today though I can't seem to play 720p/50 content without Kodi deciding to switch to 576p/50 output. I have no idea why it's not selecting 1080p/50 like it used to. Has something changed with this logic recently?
