I know I have had some odd questions and requests when it comes to script/plugins.
This one will probably fall not to far from the tree.

Now for the question eh?

Can a script/plugin be connected to to the home screen layout?

What I want to do or see done is this.When I click on weather I want the weather sup script to start.Or when I click on music maybe Live Music Archive would start or even when I click on movies I can have it point to start ninja video.Get the idea?

I'm not sure this is possible.If it's not please don't pass the post and leave it to rot.Let me know.If anyone else likes this Idea please post and give a +1 for interest.

You should try "make default" in context menu.
In PMIII, Scripts is in home menu.
Try customising your keymap and make shortcuts for your remote or keyboard.

I want to say that it is skin dependent.

Skin dependent as in I would have to edit the xml in every skin I would want to do this in?I mainly just wanted to do this with the weather.I guess I will take a crack at that after I finish the plugin tut.Has been time consuming.Thanks for the feedback.

Leave weather as it is and make a shortcut.
Example ad this to your keymap.xml <home>

<one>XBMC.RunScript(Q:\scripts\TWC Supplemental\default.py)</one>

So when you are in home and press the 1 button on your remote TWC Supplemental starts running. You can create more shortcuts if you like. Harmony is also very handy.
