"ATI Fix" not working for me

ok i did the "ATI fix" on 2 of the pc's Still not working

pc1 = DELL GX150 1.4Ghz with
ATI R92128hd OS = Vista Ult.

Pc2 = Gateway Mx6421 3Ghz 2 gig Ram with
ATI MOBILITY RADEON XPRESS 200 OS = Vista Ult.
and the video is the same .
