New dialog: DialogSlider.xml

Hi guys,

Just thought I'd ping you about this:

To take advantage of it, you'll need:

1. DialogSlider.xml for the new slider.
2. 3 controls (id 10 for the heading label, id 11 for the slider, and id 12 for the slider text).
3. Some animations to get rid of the audio and video settings dialogs, and perhaps video OSD if the slider is onscreen.
