4. switch back to your regular output device

is anybody able to reproduce the result above?

edit: you have to repeat the steps above once you stopped video playback. this applies also in case you switch back to the homescreen and then back to fullscreen while playback is still running.

This is the last issue I have with XBMC.

I am able to reproduce einhänder's workaround (above) as well.

Is this ever likely to be fixed in the short term and if not are there any workarounds that do work to stop the skipping/seeking bug?

Always read the XBMC online-manual, FAQ and search the forum before posting.

Most likely, but that should only affect things if you have a deinterlacer selected.
