Is there currently anyway to enable hqscaling?

i found the below setting from searching, but i cant see any evidence of it when playing SD videos (look softer than gl builds with it enabled)

<videoplayer>
<highqualityupscaling>1</highqualityupscaling>
<upscalingalgorithm>7</upscalingalgorithm>

i wasnt sure where to put it, so i put it in both places

and here is a a log of me playing a dvd:

visually, it doesnt LOOK like it used to when scaling. and cpu usage seems far too low, used to be ~30%, now it's ~6% ?

anyone kind enough to look over the log to make sure its working, cos i dont think it is.

It only applies in GL builds.
