Yes they are. They're the same ones.
The real question is, how often does hitch updated the ones in alaska from the main collection.

I did just notice that all of the flags in alaska are slightly less opaque than ones from StudioLogos but they're otherwise identical as I said. Very odd.

That's so they can be coloured.
