Force 16:9 ratio for any skin?

As most skins are made to work for 16:9 widescreen monitors, I wondered if there is a way to forvr the skins to be letterboxed so they look in proportion on my 1280x1024 monitor. I would also like to maintain my 4:3 (i know my monitor is not 4:3) videos playing on the majority of the monitor.

Is this possible?
