I've noticed the same problem on my ASRock 330 (non-HT), but I've been able to get around the problem by doing my button clicks more quickly and more spaced out than I might normally do.
It seems like either the ASRock or Ubuntu (probably Ubuntu?) is a little bit too quick to turn a "pressed" key into a "repeated" key. At least in my experience. Maybe it's a setting that can be accessed somewhere?

Try irw to test if the driver reads two clicks. If yes, report it to ASRock.
PS: Having no problem with this setup.

Hi,
did u use the driver from the Asrock Site ?
There is a new one lirc-nct677x-1.0.2-ubuntu9.10.deb , with this one i get the same problem as u.
I did switch to the older one lirc-nct677x-1.0.1-ubuntu9.10.deb , thats works well for me !

Did u have the old file ?
If so go to the folder where it is and typ
sudo dpkg -i lirc-nct677x-1.0.1-ubuntu9.10.deb
Lirc config will come up select Nuvoton Transceivers/Remotes from the Menu and None for the Transmitter.
And type after the configuration has done sudo reboot

I'm glad the problem can be fixed with the old version, but it doesn't satisfy me completely, since the root cause of the problem should be found and solved.
It should not be that difficult checking the delta between 1.01 and 1.02, should it?
Is there any way to report bugs to asrock directly about the issue?
Best regards
