Windows - What is a good motherboard to use?

I'm going to scrap what I have and start over.

I've got Win 7 64 bit and a GT240 Video card. (Thx Poofy)

What motherboard would you all suggest to use?

What size? Mini ITX? Micro ATX?

What CPUs? Intel? AMD?

What price range? And what must this build do for you to be happy?

Please answer all that and we can help.

Size: Micro ATX
CPUs: Doesn't matter
Price: Doesn't matter
Winodws 7 64bit
Build: Whatever version you suggest.. the nightlys stopped at March 1.. so I can use that which I think is the last good build before the python broke?

And what must this build do for you to be happy?
-For whatever reason I still have video tearing on SD content and some (not as much) on 1080 or 720p.. and I don't know why.. .SD isn't that demanding. So I'm going to redo everything with your suggestions!

I don't want video tearing at all! I want XBMC under Windows 7 64bit to work like VLC player does NOW... no video tearing.. perfectly plays everything.. BUT XBMC doesn't.

help!?!?
