Can you enable Library Mode on Confluence without an internet connection. I don't have my XBMC installation on a computer with internet. If not is there a program I can download everything like the fanart, info and thumbnails and save it to a thumbdrive and then add it to the XBMC so I can put it in library mode.

The scraper HAS to get the information from somewhere. Hook it up once and let it scrape. Then the library will be available and you can use it off line.
You can also use a third party program but it will also need a connection.

For Music only:
If you require info such as fan art, album reviews, etc. then you do need an internet connection.
If, however, you only require track names and album art, then you can ensure all your tracks are tagged correctly for track names, etc.
For album art you can download using a computer with an internet connection and transfer this to your XBMC box. If you have each album in its own folder, just save the album art in the relevant folder as "folder.jpg". XBMC will automatically pick these up during a scan.
For films and TV shows you will definitely need an internet connection.
