My install seems to be locked in windowed resoltion. I cant go to full screen mode. Under the settings> video output menu, the RESOLUTION option is set to WINDOWED and I cant change it.

What happens if you press the \ key?

That fixed it, thanks. I knew of that button, but didnt realize that it performed a different function than just maximize/minimize.
