I picked up a Rosewill MCE Remote for $15 & change (on sale) at Newegg.ca a ways back...should be a few cents cheaper in the US. It comes with the IR receiver of course.

I have both actually. The Rosewell thing rocks to add a dedicated remote for cheap (like to make a box to give someone, or with a setup without a dedicated AV), but for IR the HP one is better with a Harmony. Less lag.

Yes. The trick is to make the Harmony think it is a Windows Media Center remote, then you need to buy the proper IR receiver. The HP receiver is the cheapest and best by far:
