I just tried it in Windows XP Pro and the behaviour is similar although not the same: the new keyboard layout doesn't appear in language bar, but appears in system settings instead.
Have you tried it with the same keyboard layouts as me?

The problem persists. Judging from what I've found online, other programs happen to do the same thing sometimes, like Steam.
Apparently, there's something wrong in the program that it doesn't have input language or keyboard layout stated in it and has to add one itself, "English (US)" being the default one.
