Can't touch the Weather icon? Reset Display? How

I have big problem.
I can't touch the Weather icon! Pictures, Music ... all OK
But no the Weather, its to high. No reaction when i go up over the Picture Icon.
How we can reset the Display.

Now i can only come to the System when i go first to the videos ore apllications and back.
I mean the scrolling function is missed in this Skin.
