Maybe someone can clarify something for me. Using the Apple remote:

1) I play a locally stored DVD for the first time (not previously played). The DVD starts playing from the very beginning.
2) After several seconds (maybe 30 seconds), I stop the DVD by pressing the menu button.
3) I the select the same DVD to play again through the context menu.
4) Context menu shows "Play", "Show Information", "More..."

Here is where I need some clarification. How much of the DVD needs to be played before a resume marker is created?

By default, 3 minutes.

EDIT: Note that the time may have been different in Dharma. You'd have to check the Dharma sources for that.

Is there any way to adjust the amount of time using the user data files?

Yes - see advancedsettings.xml. Note that it was changed after Dharma.
