Using an Amazon Fire TV in another country?

I'm thinking of sending a UK Fire TV to my cousin in New Zealand. They're mostly interested in running Kodi and maybe installing a few apps from the UK (or US) store. I doubt they will want to stream Amazon Prime or other UK content.

Will this be possible from a country outside the Amazon zone or will they need some kind of VPN just to populate the home screen?

Unfortunately, I think you will be rather limited without using a VPN or smartDNS based on the article linked below.

Limited is okay, what I can't seem to figure out is the extent to which Amazon itself geoblocks outside the few countries where it sells these things. Here in the UK you can't even populate the recent apps on the Home screen without an Internet connection, so if Amazon blocks on that basis it would be a very annoying experience.

I ve already used 1 in france and argentina without a problem.
Only free apps i was able to download, no free amazon content (even with the 30 days premium account) but i was even be able to download ikono tv to sideload kodi
