eskro raises the right point, that the "best" is really a subjective term. If all you want is a smooth as can be 1080p experience, then you can trust that 760G board and X2 250 to deliver. But it's hardly the best board or chip in terms of overall features or performance. If you intend to use this box for gaming and encoding then you can make some upgrades.
I would agree these are great parts, but if your system demands are pretty low, don't ignore Atom (ION) and Zacate systems as these can be made in much smaller form factor, much lower power, lower heat, and lower noise levels.
