Solid build plus there is a $15 MIR on the video card and a $10 MIR on the PSU.

seems perfect to me!

but the CASE FANS,
im afraid 4 of those MASSCOOL ones could be Kinda Noisy :/

Altho more pricier, These could have been great too:
4 x ENERMAX UC-8EB 80mm Case Fan ($4.99 ea.)
RPM: 1500 RPM
Air Flow: 24 CFM
Noise Level: 14 dBA


and as RAM, this $43 dual-channel kit would have been great for your friend!
