I'll do a proper post with debug logs and such tomorrow, but right now I wanted to add that on both of my Windows 11 nVidia machines, (GTX 1080 and an RTX 3080) using 'Software Rendering' results in all video looking like this, works fine any AMD machines I tested, and DXVA and Shaders works fine too.
