I found it odd while testing that one time the video refresh was stuck at 47.62fps while in the menu as seen when selecting System Info, the "Full Screen" data. I can even feel that the home screen menu was scrolling kind of jumpy left and right. After I closed XBMC and opened it again then it went back to 59.94fps refresh. I also found it odd that my diagnostic display says the W: fps bounces around 48fps. I guess that's 23.976 * 2.

The 47.62 could also be the max throughput your 5670 can do when decoding via dxva2. Just try to disable it and run on the pure CPU - you will probably see a difference.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

It's just a hunch, so it may lead to nothing, but...
I personnaly have no issue, so i can't test, but, for those who have issues, have you tested if disabling all DXVA stuff (both in decoding, rendering, etc...) solved/changed anything ? Of course, it makes sense only if CPU is powerfull enough to properly handle video decoding without issue.
