Yes note the Samsung Galaxy Tab 3 7.0 uses an ARM SoC, and Samsung Galaxy Tab 3 10.1 uses an x86 SoC, that is quite a large hardware difference.
Though it looks like XBMC source code have already been ported to x86, but there are just no compiled x86 APK builds available for download on xbmc.org yet.

So far there are only APK builds for ARM EABI v7a based SoCs with NEON support on xbmc.org for download, as you can see that in the APK file-names.
While it is possible to force APK for ARM to run on x86 in emulated more it will not be a good experience.
