Win vcpu shows 100% but system cpu/gpu load is ~ 30%

When dxva2 is disabled, codecinfo on playing hd videos shows 100% vcpu and dropped frames leading to video stuttering(I guess). But however the system cpu and gpu load monitoring show less than 30%.

What would cause vcpu go up to 100% though there is plenty of system resources available? This happens with Frodo and latest Gotham nightly as well. The system used is running i7/HD2000.

This problem sounds similar to my problem. When I disable DXVA2 my vcpu hits 101%. When it hits 101% the video starts to get jumpy. Also noticed frame rate drops from 24 to 14.5 when this problem is happening.

Thanks craigino for posting the log. Hope devs would be able to identify the issue. Also found an old thread on this one with no resolution. Just adding it here.

I'm experiencing similar issues with my new build utilizing HD Graphics 4600. Artifacts and green bars when DVX2 is enabled, and, with DVX2 DISabled, tearing on the HDTV if 2 monitors are cloned in TV Properties AND I experienced some dropped frames when playing The Hobbit in 1080p (dropped frames I didn't experience on my PC with a dedicated Graphics card). I'm going to enable Software decoding only and report back but this thread on Intel seems to address the problem and Diego from Intel claims a fix for Win7 is due any day now (a new driver for Win8.1 can be found by scrolling up on that thread): https://communities.intel.com/thread/386...5&tstart=0

I installed XBMC on a brand new Windows 8.1 laptop a few weeks ago and with DXVA2 set I got the green bands. I was tempted to go to software rendering, but instead I solved it by updating the graphics driver. The green bands disappeared and playback was perfect.
