I do not have this issue on win8.x and win10.
Maybe you could try the fullscreen option in kodi. Set it to use true full screen ( as opposed to full screen window) , see if that helps...

Same issue here with Windows 10, found a workaround using EventGhost and that is by moving it off screen during certain events (can expand further):



Here it happens after resume from standby and previous fix was to restart Kodi which was far from ideal.

Reason why Kodi isn't hiding the Windows cursor (white one) seems to be related to it not checking it regularly and only during initial start, it could add it via a scheduler on certain events like play or standby resume so that it auto corrects but someone needs to file a bug report if not already present
